This study aims to analyze the role of hierarchical communication strategies in optimizing the management of State Property (BMN) in accordance with PMK 181/2016 within the Ministry of Immigration and Correctional Services. Despite full digital transformation through the Mon-SAKTI system, the high number of uncompleted administrative tasks (To-Do List) indicates a significant operational execution gap at the working unit level. Utilizing a quantitative explanatory survey approach, this study evaluates how vertical communication flows (including coordination, clarity of instruction, and feedback mechanisms) between the central Bureau of BMN and working units affect asset management compliance and reporting accuracy. The regression analysis results reveal a significance value of 0.000 (<0.05), proving that effective hierarchical communication significantl reduces administrative errors and reinforces compliance. The coefficient of determination (R2) of 0.649 demonstrates that 64.9% of the variance in BMN management performance is explained by the hierarchical communication quality. These findings confirm that digital monitoring systems serve only as technological enablers, and their strategic success remains heavily contingent upon structured internal communication and cohesive procedural understanding across all institutional tiers.
